Impossibility of Recovery of 1 trillion yens

It was found by RFO that things decided to be disused and disposed which were constructed with 1 trillion and 400 billion yens from pension only has approximately 200 billion yens for the property value.
1/4 of those has been vended, but the total is only 40 billion yens. 2010 is the deadline for the vending, but even if it was possible to vend all facilities, over 1 trillion yens are impossible to be recovered.
